Understanding CPV codes: a practical guide

The European classification system that structures all public procurement.

CPV codes (Common Procurement Vocabulary) are the standard classification system used across the European Union to describe the subject matter of public contracts. Understanding these codes is essential for efficiently identifying relevant opportunities.

What is a CPV code?

A CPV code is an 8-digit numerical identifier (plus a check digit) that precisely describes the type of product, service or works that is the subject of a public contract. This common vocabulary was created by the European Commission to standardise contract descriptions and facilitate cross-border searching.

For example, code 72000000-5 covers "IT services", while 45000000-7 designates "Construction work".

Structure of a CPV code

CPV codes follow a hierarchical structure from general to specific:

  • XX The first 2 digits identify the division (main category)
  • XXX The 3rd digit specifies the group
  • XXXX The 4th digit defines the class
  • XXXXX The 5th digit specifies the category

The more digits you add, the more precise the description. Trailing zeros indicate a higher level of generality.

The CPV vocabulary is organised into major families:

  • 03 - Agricultural and farming products
  • 09 - Petroleum products, fuel and electricity
  • 14-15 - Mining and food products
  • 22-24 - Printed matter, chemical products
  • 30-35 - Machinery, office equipment and supplies, IT
  • 44-45 - Construction materials and works
  • 48-51 - Software, systems and installations
  • 55-60 - Hotel and transport services
  • 63-66 - Postal, telecoms and financial services
  • 71-77 - Architecture, R&D and environmental services
  • 79-85 - Legal, accounting and health services
  • 90-98 - Sanitation and recreational services
