The sector stands out for the concentration of its buyers: three times fewer authorities than consultancy for a comparable volume, because the competence is exercised through inter-municipal companies rather than municipality by municipality.
Collection is a municipal responsibility, usually delegated to an inter-municipal waste company. Add to that the regions for soil remediation, hospitals for clinical waste, ports and industrial parks for industrial waste, and schools for separate collection.
The 905xx codes for waste itself — 90500 generic, 90510 for disposal and treatment, 90511 for collection, 90513 for household and non-hazardous waste — and the 907xx codes for the environment, including 90712 for planning and 90732 for soil pollution.
These contracts are multi-year and expire on a known date: the previous award notice states the duration, hence the expiry. Following an inter-municipal company's award history gives several months' notice before publication — time that matters when sizing a fleet and a depot.
