Framework agreement for evaluation of the Leaders in Teaching Tanzania programme – LEAD pillar 2025 -2030 for VVOB Tanzania, consisting of three measurements (baseline, midline, endline)
This framework contract agreement foresees in four assignments with one contractor of which the first will be awarded immediately, the second, third and fourth will be ordered at the contracting authority’s convenience : - Baseline evaluation (first assignment) - (Re)development of tools & testing - Midline evaluation - Endline evaluation This call for quotations already includes terms of references for the baseline evaluation (see annex 1 ). For the other assignments, specific terms of reference will be developed and shared with the pre-qualified contractor. Based on the Terms of Reference, the consultant will submit a short proposal. If approved, VVOB will appoint the contractor to carry out the evaluation, adhering to the general conditions set out in the framework contract and the specific requirements of the assignment. Through these evaluations, VVOB aims to learn about and get an external appreciation of its programme and main objective: “Do school leaders build a supportive environment for the professional development of teaching staff and how? How does/did the programme contribute to this? And how can implementation be improved to enhance effectiveness, impact and sustainability? ”
