Municipalities and their technical departments first, then inter-municipal works companies, social housing associations, hospitals, regional administrations and universities. Dispersion is high: 1,916 buyers for 7,264 contracts, an average of fewer than four contracts per buyer per year.
The 713xx codes cover most of it: 71310 for engineering and construction consultancy, 71311 for civil engineering, 71313 for environmental engineering, 71314 for energy, 71317 for risk protection and control, 71351 for geological surveying. The 7132x and 7133x codes complete the picture for technical design.
