Public procurement portals: which one to use?
There is no single public procurement portal, but one per country, plus TED for Europe. What each one publishes, how to use it, and how not to miss any of them.
One official portal per country, none covers everything
In Belgium, the public procurement portal is e-Procurement, the FPS BOSA platform at publicprocurement.be. It hosts the Bulletin of Tenders and is where companies submit their electronic bids.
Each neighbouring country has its own: the Portail des marchés publics (PMP) in Luxembourg, TenderNed in the Netherlands, BOAMP and PLACE in France. Above the EU thresholds, notices are also republished on TED, the European Union's portal.
These portals share one limit: they only show what must be published there. Contracts below the publication thresholds, and those a buyer posts on its own platform, never appear.

What is the official public procurement portal in Belgium?
The official portal is e-Procurement (publicprocurement.be), run by FPS BOSA. It has several modules: e-Notification publishes notices in the Bulletin of Tenders and forwards them to TED when the contract exceeds the EU thresholds, e-Tendering receives electronic bids, and the search lets you browse open tenders by keyword, CPV code or contracting authority.
Browsing is free. Submitting a bid requires an account, login with eID or itsme and, for most procedures, a qualified electronic signature. The federal government, the regions, municipalities, public social welfare centres and inter-municipal bodies all use this one portal for their published contracts: there is no separate Flemish, Walloon or Brussels portal.
What the portal does not show you
The portal only holds contracts subject to publication. Below the Belgian publication threshold, an authority can approach three or more companies directly without publishing anything: those contracts never appear on e-Procurement, yet they make up most municipal contracts.
Some contracting authorities (hospitals, universities, housing companies, public enterprises) also run their own supplier portals. A company that only watches the official portal therefore sees part of the market, and rarely the part with the least competition.
Public procurement portals in neighbouring countries
In Luxembourg, the Portail des marchés publics (pmp.lu) publishes the tenders of the State, municipalities and public bodies, including those below the EU thresholds. In the Netherlands, TenderNed is mandatory for all authorities. In France, publication is split between BOAMP, PLACE for central government and dozens of regional buyer profiles.
For a Belgian company these contracts are legally open: EU law forbids discriminating against bidders from another member state. The difficulty is practical: following four portals, in three languages, each with its own search engine and alerts.
From portal to monitoring: watching every portal at once
Checking the portals one by one every morning takes time and lets notices slip through: each portal has its own classification, its own alerts and its own publication delays. The same European contract also appears twice, on the national portal and on TED.
GPC Gov aggregates e-Procurement, TED, Luxembourg's PMP, TenderNed and Belgian municipal council decisions, removes duplicates and filters everything on your CPV codes and regions. You get one email every morning. The bid itself is still submitted on the official portal.

e-Procurement (Belgium)
The FPS BOSA federal portal at publicprocurement.be. Bulletin of Tenders, electronic bid submission, tender documents. Only holds contracts subject to publication.
TED (European Union)
Tenders Electronic Daily, the supplement to the EU Official Journal. Every contract above the EU thresholds in the 27 member states, with a translated summary.
Portail des marchés publics (Luxembourg)
pmp.lu, the Grand Duchy's official portal. It also publishes tenders below the EU thresholds, which are missing from TED.
TenderNed (Netherlands)
The Dutch national platform, mandatory for all authorities. Notices, documents and bid submission in one place.
BOAMP and PLACE (France)
France has no single portal: BOAMP publishes notices, PLACE handles central government purchasing, and every local authority has its own buyer profile.
Funding & Tenders (EU institutions)
The European Commission's portal for the institutions' own contracts, many of them in Brussels. Registration and submission through an EU Login account.

What is the official public procurement portal in Belgium?

Do I need an account to browse the portal?

Does the portal list every Belgian public contract?
No. Contracts below the Belgian publication threshold can be awarded without prior publication: they do not appear on e-Procurement. They only surface in the decisions of municipal boards and councils, which GPC Gov monitors.
Can a foreign company use the Belgian portal?
Yes. Browsing is open to everyone, and a foreign company can register to submit bids. Login methods for non-Belgian users differ from eID or itsme, so check the requirements on publicprocurement.be well before your first deadline.
