2,282 recruitment, staffing and personnel service contracts over the past twelve months, issued by 834 institutions. The Belgian public sector is one of the country's largest buyers of temporary staffing, but it buys in waves rather than continuously.
Hospitals first, driven by the shortage of care staff, then municipalities and welfare centres, federal and regional bodies, police zones, schools and inter-municipal companies. Codes 79624 and 79625 target nursing and medical staff specifically.
The 796xx codes: 79600 for recruitment, 79610 for placement, 79620 for personnel supply, 79631 for payroll, 79632 for staff training, 79635 for assessment centres. Code 79632 covers training as seen from the HR department; training providers fall under division 80.
Because market access opens only at those moments. The authority selects a handful of agencies for three or four years and then orders from them alone. Missing a large hospital's or an administration's notice means placing no temporary worker there until the next renewal.
Only 6%. The framework agreements that structure the sector almost always exceed the thresholds and are therefore published. Here the point of monitoring is not to uncover hidden contracts but to avoid missing a window that will not reopen for three years.
